Flowers in the street of my sweet mountain

After I climbed the mountain, I found a lot of beautiful flowers in the street by the mountain.
I had not realized that the flowers bloomed in gorgeous such like this!
A lot of zinia and melampodium are planted, almost 20-30meters long in the street.
Who planted?
When I was walking and saw the flowers, I was feel sooooooooo happy!
It seemed that they says "Come Again" to me!
